Several policy measures of Chengdu to promote high-quality development of foreign trade in 2022In order to thoroughly implement the spirit of the economic work conferences of the Central Committee, the Provincial Committee and the Municipal Committee and the province's "Foreign Trade Import Year" action, and promote the high-quality development of the city's foreign trade, this policy measure is formulated on the basis of relevant policies issued by the Central Committee, the Provincial Committee and the Municipal Committee. 1. Supporting the expansion of import trade (-) Support the role of designated supervision sites for imported special commodities. Support enterprises to import special commodities based on the designated supervision sites for imported special commodities such as fruits, edible aquatic animals, chilled aquatic products, plant seedlings, meat, grain, complete vehicles, medicines, and biological products in our city. For annual imports exceeding US$10 million, US$20 million, US$50 million, and US$100 million, a one-time reward of RMB 200,000, RMB 400,000, RMB 1 million, and RMB 2 million will be given respectively. (II) Support the import of consumer goods to promote consumption upgrading. To meet the needs of consumption upgrading and supply quality improvement, support the expansion of international consumer goods imports such as furniture and home furnishings, clothing and jewelry, skin care and health care, food and beverages, and household appliances. For annual imports exceeding US$10 million, US$20 million, US$50 million, US$100 million, and US$120 million, a one-time reward of RMB 150,000, RMB 300,000, RMB 750,000, RMB 1.5 million, and RMB 2 million will be given respectively. 2. Support the expansion of RCEP market (III) Release a list of key commodity trade opportunities in member countries’ markets. Release a list of key commodity trade opportunities in RCEP member countries’ markets by country, industry, and category to provide reference guidance for enterprises to explore international markets and carry out training and guidance. Support our city's export enterprises to carry out carbon footprint verification. For those who obtain carbon footprint verification certificates or reports, 100% support will be provided for verification, certification and related service fees, with a maximum of 100,000 yuan per enterprise per year. For every additional export value of 1 million yuan for goods that obtain carbon footprint verification certificates or reports, a reward of 50,000 yuan will be given, with a maximum of 500,000 yuan for a single enterprise. (V) Support foreign trade enterprises to improve quality and increase efficiency. Encourage foreign trade enterprises in our city to expand their scale, and support those that enter the top 500 foreign trade enterprises in the country. Support enterprises that have passed the "Authorized Economic Operator" (AEO) advanced certification. Support cross-border e-commerce enterprises to expand the scale of cargo distribution through Chengdu Aviation Port. (VI) Support breakthroughs in the cross-border e-commerce retail import pilot program. Accelerate the promotion of the cross-border e-commerce retail import pilot program for cross-border e-commerce pharmaceutical products and pet food, and provide a reward of 3% of the cross-border e-commerce import value of the pilot products declared through the Chengdu Cross-border Trade E-commerce Public Service Platform for the enterprises approved to participate in the above pilot programs, with a maximum reward of RMB 2 million for a single enterprise . (VII) Support the creation of new cross-border e-commerce consumption scenarios. Support "cross-border e-commerce + fast delivery" and bonded warehouse live broadcasting businesses that meet customs supervision requirements. For enterprises that carry out the above businesses and achieve sales of more than 100 million yuan in the year, they will be given a reward of 1% of the cross-border e-commerce import amount declared through the Chengdu Cross-border Trade E-commerce Public Service Platform in the same year, with a maximum of 2 million yuan for a single enterprise. (VIII) Support the construction of cross-border e-commerce industrial parks. Support the construction of cross-border e-commerce industrial parks based on industrial resource advantages and regional characteristics, promote the coordinated development of "industrial clusters + cross-border e-commerce", and enhance the aggregation capacity of the cross-border e-commerce industry. (IX) Support the construction of public overseas warehouses. Support enterprises to build public overseas warehouses in overseas trade node cities and build a global trade and logistics network system. Support public overseas warehouse construction and operation enterprises to develop intelligent warehousing technology, supporting warehousing management information systems and online information platforms, and expand overseas commodity exhibitions, on-site distribution, after-sales services and other comprehensive trade service capabilities. 4. Strengthen support for foreign trade risk control (10) Continue to expand the coverage of export credit insurance. Vigorously support small, medium and micro enterprises to use policy-based export credit insurance tools, expand the scope of the city's export credit insurance to enterprises with an annual export volume of US$5 million (inclusive) or less, and provide 100% premium support to enterprises with an annual export volume of US$5 million (inclusive) or less. (XI) Support the development of tariff guarantee insurance business. For enterprises that handle tariff guarantee insurance business, subsidies will be provided at 50% of their actual insurance costs, with a maximum of RMB 500,000 per enterprise per year. V. Expand the supply of public services for foreign trade (XII) Support the construction of public service platforms. Support the construction of public service platforms for new foreign trade formats such as cross-border e-commerce and market procurement that have enterprise registration functions and can achieve business linkage with customs, taxation and other regulatory departments, and provide a good ecological environment for cultivating new foreign trade momentum. (13) Carry out professional enhancement and empowerment actions. In conjunction with customs, foreign exchange control, taxation and other units, we will carry out guidance and training in different areas, levels and topics to improve the level of specialization, focusing on the interpretation of RCEP policies, practical operations of foreign trade, exchange rate hedging services, etc., in combination with the new situation of foreign trade development. VI. Supplementary Provisions The Municipal Bureau of Commerce is responsible for interpreting these policy measures, which are valid from January 1, 2022 to December 31, 2022. Articles 1 and 2 do not provide duplicate support for the same batch of imported goods. |
