Generally speaking, after a merchant passes the GRS certification, he or she will obtain a Scope Certificate (SC). However, this is just the beginning, and the subsequent application and issuance of a Transaction Certificate (TC) is the real focus. After all, a company having an SC only means that it has obtained the certification, but to show that the goods or materials are produced in accordance with specific standards, and that the final goods from raw materials to final products follow specific standards, a Transaction Certificate (TC) is needed as proof.

How to get a TC transaction certificate?

Generally speaking, the list of documents may vary slightly from one certification body to another, but the overall requirements are consistent:

1. SC certificate (official version) and TC transaction certificate (official version) of the raw material supplier, purchase invoice (domestic color) and shipping documents (stamped or signed);

2. Declare the inventory quantity of raw materials (please provide inventory records or material requisition slips);

3. Certified product sales contract (stamped or signed), sales invoice (domestic color) and shipping documents/packing list (stamped or signed);

4. Inventory quantity of certified products (please provide inventory records or delivery notes);

●Supplementary information on the weight of raw materials or certified products;

●Subcontracting processing contract (stamped or signed), subcontractor’s business license (picture or PDF) and SC certificate (official version), subcontracting processing invoice (domestic color) and shipping documents (stamped or signed).

Recently, there are new regulations on the issuance time of TC, and the changes are as follows:

The main changes are as follows:

●The new TC template will be used;

●According to the new TC template requirements, customers need to enter relevant mandatory information and work flow (applicable to subcontractors).

●TC should be applied for within 90 days after shipment. TC applied for within 91-180 days after shipment will be subject to evaluation and the decision on whether to issue will be made based on the circumstances. TC application for shipment exceeding 180 days will no longer be accepted.

●The origin information should be displayed on the raw material TC and entered into the system.

●Any TC application submitted 90 days after the expiration of the SC scope certificate will no longer be accepted. (Only refers to the application date)

●All subcontractors need to be added to the SC, and TC between subcontractors will no longer be accepted.

●The seller needs to declare during the TC application that its buyer agrees to receive multiple shipments in one TC.

Pay attention to the execution time ~ It will take effect immediately on January 1, 2022, and will be enforced on July 1, 2022, so don't panic, there is still time;

Note:

●For domestic sales, you need to provide 1 VAT invoice (excluding the limit) + 1 TC application;

●For export, one bill of lading and one TC application are required;

●H&M direct suppliers: 1 order + 1 TC application;

● Domestic sales can be obtained with the original VAT invoice, while foreign sales can be obtained with the original pro forma invoice;

●The weight on the invoice must be greater than or equal to the weight you applied for;

1. The product name on the invoice must match the product name you applied for;

2. The buyer on the invoice must match the buyer on the application;

3. Please fill in the information in the invoice remarks column as accurately as possible.

And other related order information.

●The net weight of raw materials must be greater than or equal to the input amount of raw materials for TC application;

●The delivery date of the raw materials must be earlier than your own delivery date;

●The product name of the raw material must be able to be processed into the product name for which you apply for TC.
