eBay or PayPal asks you to hold shipment or cancel the transaction.

eBay monitors effective tracking information and determines that bad transactions are directly caused by delays in logistics or communication systems, such as large-scale postal transportation delays, items stuck in customs, or operational interruptions caused by extremely bad weather. These events will be announced on the eBay bulletin board.
