【Time: April 20, 2012】 National Grain Bureau Exhibition [2012] No. 90 To the Grain Bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps, China National Grain Reserve Administration, COFCO Corporation, China Grain Logistics Group Corporation, and China National Textile Corporation:
Recently, the State Administration of Work Safety responded to our bureau regarding the applicability of self-priming filter-type gas masks: "Currently, there is no research data to prove that Class B gas canisters can effectively protect against phosphine." Based on this, the relevant requirements are notified as follows: 1. Suspend the use of self-priming filter gas masks
From the date of issuance of this notice, all types of grain and oil storage and processing enterprises will suspend the use of self-priming filtering gas masks.
2. Strengthening safety measures for entering grain storage warehouses
Granaries are oxygen-deficient hazardous workplaces. All relevant enterprises must follow the "Safety Regulations for Oxygen-Deficient Hazardous Work" (GB 8958-2006) and must test the oxygen concentration in the silo before entering the warehouse. If the oxygen concentration is lower than 19.5%, the personnel entering the silo should be equipped with and use isolated respiratory protective equipment such as long-tube respirators or air respirators, or conduct sufficient ventilation to make the oxygen concentration in the silo higher than 19.5% before entering the silo. In addition, while entering the silo, a supervisor must be arranged outside the silo to provide safety protection for the personnel entering the silo, and the personnel entering the silo must be within the visual range of the supervisor outside the silo.
3. Strengthen the management and maintenance of respiratory protective equipment
Respiratory protective equipment is the main measure to protect the life safety and physical health of employees. All enterprises should select respiratory protective equipment correctly according to the requirements of "Selection, Use and Maintenance of Respiratory Protective Equipment" (GB/T 18664-2002). Among them: In "immediate threat to life and health environment (IDLH)", air respirators should be used. In other environments, the correct respiratory protective equipment should be selected according to the "hazard factor" of the harmful environment. The air respirators and long tube masks purchased by enterprises should meet the requirements of GB 16556 and GB 6220. Respiratory protective equipment should be properly maintained in accordance with the requirements of relevant standards and specifications and product manuals, and daily testing and maintenance should be carried out.
