My cousin looked at me expectantly. I smiled, took out my phone, turned it over, pointed to the certification label on it, and said, "See? If there is a CCC certification mark, it means it is a licensed product; if there is no CE mark, it means it is a European version of the phone, not an authentic licensed product." My cousin suddenly realized.

The CCC certification system, also known as the compulsory product certification system, is to eliminate the problem of repeated certification and repeated evaluation and fulfill my country's commitment to join the WTO. The National Certification and Accreditation Administration established this system in accordance with the requirements of the State Council. 2012 marks the 10th anniversary of the implementation of the CCC certification system. As of March 2012, nearly 618,000 CCC certificates have been issued, and nearly 88,000 enterprises have been certified; nearly 3.99 billion standard specification marks have been issued, and nearly 431,000 approval letters for printed and molded marks have been issued. The scope of CCC certification has also developed from the initial 19 categories and 132 products to the current 22 categories and 163 products, covering 10 industries that have an important impact on the national economy, such as telecommunications, agricultural machinery, light industry, and chemical industry. CCC certification has indeed penetrated into all aspects of people's lives and is closely related to product quality, personal health and safety.

On April 9, the Compulsory Product Certification Working Conference was held in Beijing. At the conference, Liu Weijun, chief engineer of the National Certification and Accreditation Administration, highly affirmed the hard work and remarkable achievements made by certification bodies, testing agencies, research institutes and other parties in the 10 years since the implementation of the CCC certification system. He pointed out that "the implementation of the CCC certification system has comprehensively improved product quality and protected consumer safety; supported the transformation of government functions and reduced administrative risks; promoted the development of foreign trade and promoted product exports; promoted industrial upgrading and corporate innovation; standardized market order and promoted the construction of a credit system; served national policies and guided social consumption."

This view can be directly supported by data. Since the implementation of the CCC certification system, the national random inspection pass rate of household appliances has increased from 76.7% in 2002 to 85.5% in 2010; the national random inspection pass rate of welding machine products has increased from 56.5% in 2001 to 94.7% in 2010; the national random inspection pass rate of lighting products has increased from 32.7% in the early stage of certification implementation to the current 81.9%. The implementation of the CCC certification system has prompted companies to continuously develop new technologies, improve process flows, and improve product quality. It has also prompted the emergence of new inventions and the rapid development of the industry.

CCC certification plays an increasingly significant role in responding to foreign technical trade measures and promoting foreign trade exports. On April 7, 2008, my country and New Zealand signed the "Cooperation Agreement between the Government of the People's Republic of China and the Government of New Zealand on the Conformity Assessment of Electronic and Electrical Products and Components". The agreement stipulates that domestic enterprises that have obtained CCC certification can directly sell their products to the New Zealand market after applying the New Zealand mark on the certification certificate; since then, the Chinese government has also signed a cooperation and mutual recognition agreement with the Vietnamese government, and my country's motorcycles, motorcycle engines and helmets exported to Vietnam can directly pass customs with the CCC certification mark.

In the 10 years of steady development of the CCC certification system, we have to mention the efforts and contributions made by many implementing agencies. As an effective way of special supervision and inspection, flight inspections are widely used by various agencies. In 2011, the China Quality Certification Center alone conducted flight inspections on more than 13,000 certified companies, accounting for 40% of the certified companies. About 13.6% of the companies that underwent flight inspections had their CCC certificates suspended or revoked. The Ministry of Public Security has cancelled the original five administrative approval items such as the review and issuance of certificates and filing for fire protection products. In the newly revised "Fire Protection Law", CCC certification is clearly defined as a means of market access and supervision and management of fire protection products. In the past 10 years, the Fire Protection Product Conformity Assessment Center of the Ministry of Public Security has implemented CCC certification management for 43 types of fire protection products in eight categories, such as fire alarms and water sprinklers.

After 10 years of pioneering and hard work, CCC certification has achieved remarkable results and explored and accumulated valuable development experience, but there are also some problems and shortcomings.

Governments, domestic and foreign manufacturers, and social groups represented by EU countries are increasingly concerned about the expanding catalog of CCC certified products, the single certification model, and the long cycle. The aging equipment, insufficient testing capabilities, substandard personnel, and poor sense of responsibility of some designated institutions also affect the social image of CCC certification. In order to improve their own construction, improve their professional capabilities, and change their service concepts, many institutions have begun to make beneficial attempts. Beijing Oriental Kem Quality Certification Center strengthened time management, determined the key points of time control, and changed the serial project management to parallel management. The certification time efficiency has been greatly improved. The initial certification time in 2011 was reduced to 45 days compared with 2010, and the average total certification time was shortened by 30%. The Mechanical and Electrical Products Testing Technology Center of Shanghai Inspection and Quarantine Bureau changed the testing service concept and model, put forward the idea of ​​"integration of inspection supervision and CCC certification model", and launched a one-stop service model of "export type test + CCC certification test + CB test", which saved costs for enterprises, shortened the testing cycle, and reduced sample loss. Guangzhou Weikai Testing Technology Research Institute has established an electronic testing information system, strengthened the control and management of the testing process, increased investment in CCC certification testing equipment and facilities, recruited and introduced outstanding technical personnel, and improved the CCC testing infrastructure. In recent years, the institute has ranked among the top three in six of the seven CCC special supervision inspections organized by the Certification and Accreditation Administration.

In 2011 CCTV 3·15 Gala, Kumho Tire was exposed for serious problems of illegal production in the tire manufacturing process. Coupled with the frequent exposure of toxic toys and dangerous small appliances, the unqualified quality of certified products has greatly affected the credibility of CCC certification. In order to maintain the image of CCC certification, the National Certification and Accreditation Administration has taken positive actions to strengthen supervision through multiple measures such as improving the CCC certification quality traceability system, clarifying the main responsibilities of implementation agencies and production enterprises, and increasing penalties for dishonest enterprises; at the same time, in order to control the quality risks of certified products, special rectification has been carried out for key certified products such as tires, agricultural machinery, auto parts, toys, and power tools, and a number of certified enterprises and certificates with poor product consistency and unable to continuously meet CCC certification requirements have been cleared and revoked, achieving significant results.

Innovative development

Adapting to the situation and writing a new chapter

Only a system that adapts to the situation and develops innovatively will have a longer-lasting vitality. At the compulsory product certification work conference held on April 9, Sun Dawei, deputy director of the General Administration of Quality Supervision, Inspection and Quarantine and director of the National Certification and Accreditation Administration, proposed that "we must adhere to innovative development, rely on the efforts of all parties, and jointly improve the system model of compulsory product certification", indicating that the CCC certification system can only play a better role in the new situation if it keeps up with the development trend of international certification, matches the current economic and social development status, and adapts to the characteristics of industries and products.

As an effective attempt at innovative supervision, the multi-agency joint inspection mechanism has achieved good results. Since 2010, the Guangdong Quality Inspection Institute has cooperated with the Guangdong Quality Supervision Bureau and the China Quality Certification Center to carry out a pilot project of joint inspection of certified small household appliances. In the two-year joint inspection, a total of 427 batches of small household appliances were inspected, and 84 companies were judged as unqualified and their CCC certificates were suspended. The multi-agency joint inspection mechanism has effectively prevented unqualified products from entering the market and protected the rights and interests of consumers, while reducing the burden on law-abiding companies, improving the quality level of small household appliances in Guangdong Province, and forming a good situation of win-win for all parties.

In order to implement the "five innovations" requirements put forward by Sun Dawei at the National Certification and Accreditation Conference, the innovation of the CCC certification system needs to be carried out in many aspects, including product catalog, certification model, implementation rules, designated agencies, risk assessment, etc. By establishing a reasonable CCC catalog and a dynamic adjustment mechanism for designated implementation agencies, improving the diversity of certification models and the scientific nature of implementation rules, and strengthening quality risk analysis and assessment and information construction, the CCC certification system will open a new chapter on the road of adapting to the situation and innovative development.

After ten years of trials and tribulations, we set out again without washing away the dust of the journey. In the upsurge of promoting and implementing the "Quality Development Outline", the CCC certification system has ushered in a great situation of innovative development. The requirements of Zhi Shuping, Director of the General Administration of Quality Supervision, Inspection and Quarantine, to "deliver trust and serve development" and the speech of Sun Dawei, Deputy Director, to "innovate development and improve standards" have greatly encouraged the majority of CCC certification workers. At the compulsory product certification work meeting, Liu Weijun pointed out that "the next stage of CCC certification work will focus on the main line of 'optimizing system design, consolidating infrastructure construction, and strengthening supervision and management', comprehensively enhance social credibility, and strive to open up a new situation for system development with an innovative attitude, to escort economic development, quality safety, and people's health."
