Implementation of WAL-MART's fire safety standards in 2014

WAL-MART Fire Safety Standard (issued on December 6, 2013, implemented in 2014.)

A. Fire safety

Fire safety standards apply to all facilities, including but not limited to factories, dormitories and cafeterias.

1. Permits and Building Design

a. The facility maintains a valid fire license or permit as required by law. If required by law, the license or permit must be displayed in a conspicuous location.

b. The facility has valid construction permits as required by law. If local law does not require such permits, a certificate from a third-party civil or architectural engineer must be obtained to prove that the facility is structurally sound.

c. In accordance with legal provisions, the facility must obtain and maintain a valid zoning permit (Construction Land Planning Permit) and a permit for the intended use (Construction Project Planning Permit).

2. All facilities, regardless of the number of employees, must comply with local laws and regulations and any applicable standards.

3. Facilities with fewer than 10 employees are encouraged to consider the control measures outlined in the following standards, which are applicable to the scope of your operations, to ensure facility safety.

4. Facilities with 10 or more employees must comply with the following standards. When there is a discrepancy between these standards and other relevant standards, laws and regulations, Walmart expects suppliers to adhere to the most stringent requirement.

a. Emergency exit

1) Aisles, exits and stairwells are kept clean and unobstructed at all times.

2) The facility has an appropriate evacuation plan in place. This should include an evacuation route map in the local language, posted in a prominent location, maintained and updated, and include a “You Are Here” sign.

Adequate evacuation maps are posted at workstations and major corridors throughout the facility so that employees can easily and quickly navigate their way out of the facility.

3) Emergency exits in rooms larger than 750 square feet or accommodating more than 10 people are properly marked with illuminated signage in the local language (e.g., light yellow or illuminated signs that appear when lit at night, as required by law).

4) The facility has marked and illuminated emergency escape routes from all occupied floors and areas within the building, including stairwells. Emergency lighting for such escape routes must be fire resistant for use in smoke and fire environments.

The facility must be equipped with a backup power source to power emergency lights in the event of a power failure.

5) Each occupied floor or any portion of a facility, including dormitories and cafeterias, must have the minimum number of emergency exits based on the occupancy ratios calculated below. Only facilities with less than 750 square feet and fewer than 10 people are allowed one emergency exit. In addition, exterior fire escape routes are recommended. For this requirement, only the National Fire Protection Association's 101 Safety Code

Exceptions permitted by NFPA 101 will be considered.

6) Emergency exits with independent access must be located at an appropriate distance from each other. Emergency exits must not be located in the same wall. Emergency exits are preferably located at both ends of the building.

7) The evacuation distance from any point in the building to an emergency exit shall comply with the following maximum distances calculated along the walking path. If these limitations cannot be met, consideration should be given to providing additional exits and/or rearranging the exit configuration.
