I will not elaborate on the General Secretary’s speech on April 13 as it is well known to everyone. You have learned more about it than I have through various conferences and media. I have made a graphic illustration of the development of our cross-border e-commerce in recent years from 1.0, 2.0 to 3.0. Whether it is the very popular model pioneered in Henan or the Nansha Free Trade Zone in Guangdong, the development of this free trade zone has witnessed the development of our era of cross-border e-commerce in China.

At the end of last year, the World Customs Cross-Border Conference was held in Beijing. This conference was a milestone because cross-border e-commerce represents the trend of fragmentation and customization of international trade. There is no unified rule. The WTO we are familiar with generally serves investment and trade but has no jurisdiction over cross-border e-commerce trade. Cross-border e-commerce must have a global action program to adapt to the development of this era. The first conference held in Beijing at the end of last year was an attempt to make a global rule for cross-border e-commerce.

This is our newly built industrial park. Haikou can only be a beginner, not a follower. We have just started. We built the industrial park in less than a year. From the General Secretary’s speech to the development of cross-border e-commerce, I want to talk about why we chose Haikou and Hainan, and why Hainan Free Trade Zone has greater development potential and opportunities. Let me share with you an analysis method I learned in school.

Because I see many students and teachers here, you can definitely give me a lot of good references and opinions. Let's talk about Hainan's advantages and disadvantages? Where are the opportunities and threats? According to the requirements of the Ministry of Commerce, we have established two platforms and six systems. I won't expand on this basic version of cross-border e-commerce. There are JD.com and Alibaba here. The two platforms and six systems are based on these, summarized by the Ministry of Commerce and various ministries. We currently have two platforms and these six systems, and we have 90,000 square meters of available warehouses and factories.

Many people may think why Zhengzhou and Hangzhou can succeed, because they have a vast market and a large channel. Hainan is a tiny place. With a population of more than 9 million, how big is the market demand? Here we focus on the service market scope and business circle. If Hainan is a circle, we have nearly 10 million people. The outer circle and the middle circle are the Qiongzhou Strait and the Beibu Gulf, where 30 million people gather. If we zoom in a little, Hainan has more than 60 million tourists a year. These people need to consume in Hainan, and many of them go shopping. I think Hainan is currently increasing the number of routes. This picture tells you that we have recently opened international routes to all parts of the world. I think it is a narrow view to say that Hainan’s market size is small.

In the era of e-commerce, the world is close to us, so we must go out of Hainan to see the Hainan market.

There is also a great attraction in developing cross-border e-commerce. We have received support from leaders at all levels. This is our Governor Shen who recently conducted research in Zhongbao District. I reported on the development of cross-border e-commerce. This is the Deputy Director of our General Administration of Customs. We still have a little innovation to make.

Disadvantages and threats of cross-border e-commerce in Haikou

We also have inherent disadvantages. All our goods have an extra customs clearance form, which restricts the development of cross-border e-commerce. However, we have received support from leaders at all levels, including the Ministry of Commerce. We dare to take risks and try new things. According to the feedback I have received, we will soon be able to obtain a comprehensive pilot zone and we will soon be able to adopt a convenient model. This will help our cross-border e-commerce in Haikou to grow bigger and stronger.

Data transmission was developed by Hainan after learning from its sister cities. Objectively speaking, our data transmission system still has some drawbacks, but we are working hard to improve it. In the era of cross-border e-commerce, we need more than just data. We also need a convenient and efficient data system. I saw many students today. If you are interested in e-commerce, I hope you can actively participate. Hainan's economy is not highly outward-oriented, and the province's foreign trade is more than 80 billion. At present, Haikou faces several disadvantages in developing e-commerce. Where are our opportunities?

On May 13, the General Secretary left Hainan for a full month, and the provincial party committee passed a decision that Haikou Comprehensive Bonded Zone and Yangpu Bonded Zone would implement a negative list of first-line liberalization and second-line control. Cross-border maintenance Haikou Comprehensive Bonded Zone is a very important opportunity for us to develop cross-border e-commerce.

On June 4, two weeks ago, the Hainan Provincial Government launched the two tasks of developing cross-border e-commerce retail and building a free trade zone and a free trade port. The cross-border e-commerce in the Haikou Comprehensive Bonded Zone is not only bonded but also has direct purchase, which means you can pick up the goods immediately after purchase.

Finally, we are facing several threats. One is whether our comprehensive pilot zone can be approved, effectively reducing enterprise costs and building a first-class business environment for Hainan; whether we can dare to take risks and try, which is the spirit of the special zone; and our professional talents. Considering these aspects, we believe that Hainan's development of cross-border e-commerce has more advantages and opportunities than disadvantages.
