Nanning seizes the opportunity to vigorously promote the development of cross-border e-commerce industry

In 2011, Nanning became one of the first 21 e-commerce demonstration cities in the country.

In 2014, Nanning was approved to carry out a pilot project for cross-border e-commerce retail exports.

In 2018, Nanning's cross-border e-commerce industry ushered in new development opportunities. On July 13, the State Council's executive meeting was held, and Nanning was included in the country's new batch of cross-border e-commerce comprehensive pilot zones, which gave Nanning's cross-border e-commerce industry a "wing" to take off.

The Nanning cross-border e-commerce retail export pilot project takes the Nanning Comprehensive Bonded Zone located in the Nanning High-tech Zone as the supervision park, and takes the Guangxi Electronic Port as the basis to plan and build a comprehensive service platform for cross-border trade e-commerce and create the China-ASEAN (Nanning) cross-border e-commerce industrial park. In recent years, Nanning High-tech Zone has taken the approval of the construction of the Nanning Comprehensive Bonded Zone as an opportunity to support the optimization and strengthening of cross-border e-commerce and better play the radiation and driving role of the Nanning cross-border e-commerce retail export pilot. It insists on high standards, high quality and high requirements, continuously optimizes the software and hardware environment, and is committed to creating a good cross-border trade e-commerce ecosystem, constantly exploring the cross-border e-commerce development model facing ASEAN, and continuously promoting the upgrading of the "Nanning Channel". The development of Nanning's cross-border e-commerce industry has achieved new results.

Build a platform and create a comprehensive service system

In order to improve the liberalization, facilitation and standardization of cross-border trade with ASEAN countries through e-commerce, under the leadership of the Party Working Committee and Management Committee of the High-tech Zone, the Management Committee of Nanning Comprehensive Bonded Zone has been actively promoting the construction of Nanning's cross-border trade e-commerce comprehensive service platform, focusing on improving supporting construction, following up project services, and expanding and strengthening the park economy. On June 25, 2015, the retail export business of Nanning's cross-border trade e-commerce comprehensive service platform was officially launched for trial operation. In order to improve the platform's business functions, at the end of 2016, the platform's direct purchase import business module was developed and constructed, and at the beginning of 2017, the cross-border e-commerce direct purchase import business was launched for trial operation.

Relying on the park to build a demonstration base

China-ASEAN (Nanning) Cross-border E-commerce Industrial Park is an important carrier for Nanning to create a national e-commerce demonstration city. The industrial park has initially built a cross-border e-commerce factory of about 50,000 square meters. According to the needs of industrial development, it can be expanded to more than 300,000 square meters of standard factory buildings within the fence of Nanning Comprehensive Bonded Zone in the future to gather cross-border e-commerce enterprises and supporting service systems.

Nanning Comprehensive Bonded Zone takes the China-ASEAN (Nanning) Cross-border E-commerce Industrial Park as its core, strengthens the comprehensive capabilities of the cross-border e-commerce industry in self-operated production, logistics clearance, financial services, incubation, marketing promotion, information technology, etc., improves the ecological environment of the cross-border e-commerce industry, and gradually builds a demonstration base for the cross-border e-commerce service industry.

The park makes full use of information technology and adopts the model of "online platform and offline park" and "list verification and release, consolidated declaration" to achieve convenient customs clearance for cross-border trade e-commerce, reduce customs clearance costs for enterprises, improve customs clearance efficiency, and provide one-stop services for customs declaration and inspection for cross-border e-commerce enterprises, promoting the coordinated development of cross-border e-commerce online platforms and offline parks.

As of June this year, a total of 55 companies have completed the registration procedures for access to the Nanning cross-border e-commerce comprehensive service platform, including 35 e-commerce companies, 3 logistics companies, 8 payment companies, 7 service platform companies, and 2 customs declaration companies. The park has initially formed an industrial cluster.

Relying on projects to accelerate the formation of industrial chains

In July 2016, China Post Group Guangxi Branch officially settled in China-ASEAN (Nanning) Cross-border E-commerce Industrial Park and signed an entry agreement with the Nanning High-tech Zone Management Committee. In 2017, the China Post ASEAN Cross-border E-commerce Supervision Center project invested by the company was completed and put into operation, and the business volume showed explosive growth.

In 2018, the project's import and export business volume from January to June was 4.9548 million pieces (including 4.857 million pieces of international mail business imports and exports, and 97,800 pieces of actual trial orders for cross-border e-commerce direct purchase import business), with a total import and export value of US$31.1719 million.

In addition, the park's import and export international express delivery business went online for trial operation in mid-July. In the future, international express delivery will mainly come from Nanning Airport. As Nanning Airport opens more and more all-cargo flights to ASEAN countries, the volume of ASEAN's import and export express delivery will continue to increase, which will help strengthen cross-border trade with ASEAN and create a new China-ASEAN trade channel and an online China-ASEAN Free Trade Area (upgraded version) with the help of e-commerce.

Learn from experience and promote market-oriented operation management

In order to learn from the experience of cross-border e-commerce development in advanced domestic regions and strengthen business cooperation, the Nanning High-tech Zone Management Committee and the Nanning Comprehensive Bonded Zone Management Committee have visited and negotiated with Henan Bonded Group for many times, reached a preliminary consensus on the methods, content, and models of cross-border e-commerce cooperation, and signed the "China-ASEAN (Nanning) Cross-border E-commerce Industrial Park Project Cooperation Framework Agreement". This cooperation project fully utilizes Guangxi's location advantages facing ASEAN and along the coast and border. At the same time, with the help of Zhengzhou's mature development experience in cross-border e-commerce, it jointly explores with Henan a new mechanism for coastal and inland linkage and cross-provincial model replication and development.

It is the right time to take advantage of the opportunity and set sail. After Nanning was approved as a new national cross-border e-commerce comprehensive pilot zone, from July 19 to 21, the Nanning High-tech Zone Management Committee and the Nanning Comprehensive Bonded Zone Management Committee went to Zhengzhou, Henan with the municipal government to further investigate and study the development of the cross-border e-commerce industry. It was preliminarily determined that a project company would be jointly established by Nanning High-tech Zone, Henan Bonded Group and Guangxi Post Company to operate the China-ASEAN (Nanning) Cross-border E-commerce Industrial Park.

When General Secretary Xi Jinping visited Guangxi, he proposed to "strengthen and enhance the China-ASEAN open platform and build a new pattern of all-round open development". Nanning High-tech Zone will seize the opportunity, work together, strive to improve service levels, work hard on policies, talents, systems and channels, take multiple measures to serve the development of Nanning's cross-border e-commerce industry, and continuously improve the soft and hard environment for cross-border e-commerce facing ASEAN.
