Although China has not yet put forward a clear usage ratio target, under the general trend of the Global Plastics Convention and the CO2 emission peak carbon neutrality target, my country's goal has begun to take shape.

China is a major producer of plastic products in the world, ranking first in both production and sales. In 2020, the output of plastic products accounted for about 20% of the world's total output. Judging from the goals promised by various countries in the World Plastics Convention, virgin plastics will be reduced, and recycled plastics will be used in proportion and gradually increased. In China's huge plastic product market, the proportion of recycled plastics continues to expand.

Its first project is to pass the National Recycled Plastics Standard, calling for a federal policy requiring all plastic packaging to use at least 30% recycled materials by 2030. The association calls for the establishment of a national plastic recycling standard for the United States, the establishment of a more complete recycling system across the country, and a full life cycle analysis of all materials (to ensure that policies are not based on ideology but on data and science) "

European Union

By 2030, some beverage bottles contain at least 30% recycled plastic. In 2019, the European Parliament and the Council of the European Union issued a directive (EU 2019/904) that by 2025, each member state should have a proportion of recycled plastic in some PET containers of at least 25%. By 2030, some beverage bottles contain at least 30% recycled plastic. The EU has made it mandatory for new cars to use recycled plastic.

The European Union intends to revise the End-of-Life Vehicles Directive, which sets out rules on the dismantling and recycling of cars that are no longer fit to drive.

The European Commission said in 2022 it would submit a revised version of the directive, with the reform being part of a circular economy action plan presented last March. The European Recycling Industry Confederation (EuRIC) called on lawmakers to set binding targets for the consumption of thermoplastics (polymers that can be continuously melted and recast) in new cars to reach 25% by 2025, 30% by 2030 and 35% by 2035.

Australia's Directive on the Reduction of the Environmental Impact of Certain Plastic Products sets a plastic packaging target of 50% recycled content in all packaging by 2025, including 20% ​​recycled content in plastic packaging.

The goal of "banning the export of waste plastics, paper, glass and tires from the second half of 2020" mentioned in the "National Plastics Plan 2021" is to lay the foundation for providing sufficient recycled materials, waste and raw materials for the country.

Japan

By 2035, 100% of waste plastics will be effectively recycled

In 2019, the Ministry of the Environment of Japan, through an expert group under the Central Environment Committee, formulated the final version of its plastic recycling strategy, which requires a 25% reduction in disposable plastic containers and packaging by 2030 and mandatory charges for shopping bags. In addition, the strategy requires the reuse and recycling rates of plastic containers and packaging to rise to about 60% by 2030, and to achieve 100% effective utilization of all used plastics, including thermal recycling, by 2035.

Plastic packaging tax: If recycled materials are less than 30%, tax is required

On November 12, 2020, HM Revenue and Customs published draft legislation for a plastic packaging tax. This new tax applies to plastic packaging produced or imported into the UK, which must contain at least 30% recycled plastic. It will then be legislated in the 2021 National Waste Policy Action Plan 2019 and will come into effect on April 1, 2022.

HM Revenue and Customs said the new tax was designed to stimulate increased levels of recycling and collection of plastic waste, diverting it from landfill and incineration.

India

First Asian country to start Finance Bill: Average recycled content of all plastic packaging to be 25% by 2030

China

In recent years, China has been systematically and gradually advancing relevant policies in strengthening the control of plastic pollution, and its supervision has been continuously strengthened. In January 2020, it was officially announced to ban and restrict the use of non-degradable plastic bags, disposable plastic tableware, express plastic packaging, etc. The new version of the control order is divided into three steps. According to the principle of "one-time control, alternative cycle, and one-time control", it clarifies the phased task objectives for strengthening plastic pollution control. In September 2021, the "Canada Plastics Convention" By 2025, the plastic pollution control mechanism will operate more effectively, the responsibilities of local governments, departments and enterprises will be effectively implemented, and the full-chain governance effect of plastic product production, circulation, consumption, recycling, and end-of-life treatment will be more obvious. Since China is a major plastic product country, recycled plastic raw materials will usher in a larger market space in the future. With the current domestic PCR high-quality recycled plastic production capacity, or the situation in which market supply cannot keep up in 2022, it is the right time for companies to enter the PCR market.
