eBay Overseas Warehouse Service Standard Management Policy Details

eBay will implement the overseas warehouse service standard management policy from March 2019 to regulate sellers' overseas warehouse operations. This will ensure delivery timeliness, improve buyer experience, and maintain a fair competition environment on the platform. The policy mainly includes the following two aspects:

Standardize the promised time limit for overseas warehouse services: When sellers list items, the order processing days (Handling Days) set shall not exceed 2 days, and the promised arrival days (Estimated Delivery Days) of the logistics options provided shall not exceed the days specified in the table below, otherwise it will be considered as an illegal listing.

First: Compliance rate: the proportion of overseas warehouses that meet the above compliance definition

Non-compliant listings: For example, listings in UK overseas warehouses where the promised order processing days are > 2 days or the promised arrival days for logistics options are > 3 days

Compliance listing: For example, the UK overseas warehouse listing, the promised order processing days < days. And the promised arrival days of the logistics option < days

Second: Assess the actual fulfillment of overseas warehouse orders: The assessment indicators include the following.

Timely delivery rate: the proportion of transactions where the collection and scanning are within the promised delivery time

Timely delivery rate: the proportion of transactions whose delivery scans are within the promised total arrival time.

Logistics bad transaction rate: the proportion of transactions with "item not received" disputes (Open INR) or low logistics service scores (Low Ship Time DSR)

The stipulated number of days varies depending on the country where the overseas warehouse is located. The US warehouse is 10 days, the UK warehouse is 3 days, the German warehouse is 4 days, and the Australian warehouse is 6 days.

Based on the original evaluation of bad logistics transaction rate, eBay will gradually evaluate different indicators of overseas warehouses at each site based on the actual situation of each site’s connection with local logistics service providers. We will first evaluate the overseas warehouse listings and transactions of the UK and US sites in mid-March 2019.

The requirements for UK overseas warehouses are as follows:

Compliance rate: no less than 80% of overseas warehouses’ promised delivery time is in compliance with the order processing time of no more than 2 days and the promised arrival time of no more than 3 days.

Timely delivery rate: no less than 50% of the delivery scans are within 5 working days after payment

The requirements for US overseas warehouses are as follows:

Timely delivery rate: no less than 90% of the collection scans are within 2 working days after payment

eBay will officially implement the above evaluation standards on April 23, 2019. The first evaluation transaction cycle is from March 10 to April 6, 2019. Accounts that do not meet the standards may be subject to sales restrictions. Seller Center will also launch the performance of overseas warehouse transaction assessment indicators in early April 2019.
