As enterprises grow and develop, they must adopt a more modern management model, and make all production and operation activities, including quality management , occupational health and safety management, scientific, standardized and legal . Some well-known large international companies have established a self-disciplined and relatively complete occupational health and safety management system while vigorously strengthening quality management , which has greatly improved their social image and greatly controlled and reduced the losses caused by occupational injuries to enterprises. Another important reason for the emergence of occupational health and safety management system is the acceleration of the international integration process. As occupational health and safety issues closely related to the production process are increasingly receiving attention and attention from the international community, the relevant legislation has become more stringent, and relevant economic policies and measures have been continuously introduced and improved. In the 1980s, some developed countries took the lead in researching and implementing occupational health and safety management system activities. Among them, the United Kingdom promulgated BS8800 "Guidelines for Occupational Safety and Health Management Systems" in 1996. Since then, some organizations in the United States , Australia, Japan, and Norway have also formulated relevant guiding documents. In 1999, 13 organizations including the British Standards Institution and the Norwegian Classification Society proposed the Occupational Health and Safety Assessment Series (OHSAS) standards, namely OHSAS18001 "Occupational Health and Safety Management System - Specifications" and OHSAS18002 "Occupational Health and Safety Management System - OHSAS18001 Implementation Guide". Although the International Organization for Standardization (ISO) has decided not to promulgate such standards for the time being, many countries and international organizations continue to conduct relevant research and practice, and make it another internationally concerned standard after ISO9000 and ISO14000. |
