On June 8, the Ministry of Ecology and Environment issued the "Notice on Efficiently Coordinating Epidemic Prevention and Control and Economic and Social Development to Adjust Key Tasks Related to Corporate Greenhouse Gas Emissions Reporting Management in 2022." The notice pointed out that in response to the actual situation that some key emission units in the national carbon emission trading market have difficulty in submitting coal quality analysis samples for inspection and on-site verification due to the impact of the epidemic, some task requirements of the "Notice on Doing a Good Job in Key Tasks Related to Corporate Greenhouse Gas Emission Report Management in 2022" are now adjusted to promote the healthy and orderly development of the national carbon emission trading market.
Notice points:
1. Extend the deadline for completing carbon emission verification and other tasks for key emission units in the power generation industry in 2021. Taking into account the impact of the COVID-19 pandemic, all regions can postpone the completion of the above work until the end of September 2022. 2. Adjust the value setting method of carbon emission related parameters for key emission units in the power generation industry: (I) For key emission units with three or more measured months for elemental carbon content per year, the arithmetic mean of the measured months data for that year may be used to replace the missing months data. (II) If the annual measured months of elemental carbon content are less than 3 months, the default value of carbon content per unit calorific value of coal in the missing months shall be used. The default value is adjusted from 0.03356 tC/GJ specified in the "Submission Notice" to 0.03085tC/GJ regardless of the type of coal. The low calorific value of coal in the missing months can be obtained according to the test results of the coal entering the furnace, the coal entering the factory or the coal quality of the supplier.

To the Ecological Environment Departments (Bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Ecological Environment Bureau of the Xinjiang Production and Construction Corps: In order to fully implement the decisions and arrangements of the CPC Central Committee and the State Council on efficiently coordinating epidemic prevention and control with economic and social development, and effectively help enterprises alleviate difficulties, in response to the actual situation that some key emission units in the national carbon emission trading market have difficulty in submitting coal quality analysis samples for inspection and on-site verification due to the impact of the epidemic, we hereby adjust some task requirements of the "Notice on Doing a Good Job in Key Tasks Related to the Management of Corporate Greenhouse Gas Emissions Reports in 2022" (hereinafter referred to as the "Submission Notice") to promote the healthy and orderly development of the national carbon emission trading market. The relevant matters are notified as follows.
1. Extend the deadline for completing the carbon emission verification of key emission units in the power generation industry in 2021. The "Submission Notice" requires that all localities should complete the verification of the 2021 emission reports of key emission units in the power generation industry, determine and publish the list of key emission units in 2022, etc. before June 30, 2022. Taking into account the impact of the COVID-19 pandemic, all localities can extend the completion of the above work until the end of September 2022.
II. Adjustment of the method for determining the values of carbon emission related parameters for key emission units in the power generation industry The method for determining the values of carbon emission related parameters for key emission units in the power generation industry in 2021 and 2022 will be adjusted according to the following circumstances: (I) For key emission units with three or more measured months of elemental carbon content per year, the arithmetic mean of the measured months data of the current year can be used to replace the missing months data. 3. Solidly carry out all related work (i) Strengthen policy publicity and training. All localities should do a good job in policy publicity and interpretation to ensure that every key emission unit in the power generation industry is aware of the relevant policies as soon as possible. Please promptly report any related issues encountered during implementation to our Ministry (Department of Climate Change Response). (II) Guide key emission units to make adjustments to emission reports. Key emission units that need to adjust their 2021 emission reports should apply for report return through the environmental information platform before June 30, 2022, and resubmit their 2021 emission reports after modifying relevant information as required. (III) Severely crack down on data fraud. Strengthen the daily supervision of carbon emission data. For key emission units that are found to have falsely reported or concealed data on elemental carbon content, the upper limit of 0.03356 tC/GJ will still be used for the unit calorific value of carbon content in their coal during problem handling and rectification.
